Photopea is a free web-based image editor,  It&#039;s great for people that are already used to Photoshop but can&#039;t justify the cost! For what I&#039;ve seen, it&#039;s really powerful and self-sufficient. 
GIMP is also great, it can take a bit of learning but has lots of potential.  there isn&#039;t much that I feel is lacking in gimp. Certain tasks are not as streamlined and the UI/workflow for all the filters aren&#039;t as unified but once you learn how to use it, it&#039;s just as powerful.
